The formal announcement will be made at noon (UK time) Tuesday at the Lowry Hotel in Manchester.
Khan (24-1, 17 knockouts) will be making the fourth defense of his WBA 140-pound belt, which he won by outpointing Andreas Kotelnik in 2009. The Briton is coming of a unanimous-decision victory over Marcos Maidana, the Boxing Writers Association of America Fight of the Year.
McCloskey (22-0, 12 KOs) is unbeaten but hasn't faced the likes of Khan, although he holds the European junior welterweight title.
Khan and McCloskey failed to reach an agreement after a first round of talks, reportedly because Khan didn't offer enough money, but were able to come to terms after going back to the negotiation table.
